|
Constitution
of the Geomatics Student Chapter We,
the students, the faculty, the staff and the alumni of the Geomatics program
at the University of Florida, believing that a mark of distinction should be
placed on the undergraduate who has upheld the honor of the program by high
scholastic ability, and believing that a society with the broad principles of
scholarship, character, practicality, and sociability would be an incentive
to greater achievements in the Geomatics/ Surveying and Mapping profession,
do adopt this constitution as a guiding instrument for this organization. Article
I Name Section 1.
The name of this organization shall be the Geomatics Student
Association (GSA). Article
II Objectives Section 1.
The objectives of GSA shall be: (a)
to contribute to the improvement of the Geomatics/Surveying and Mapping
profession as an instrument for the betterment of society, (b)
to recognize the fundamental characteristics of the successful Surveying and
Mapping professional, and to aid in the development of these characteristics,
(c)
to encourage wherever possible, any movement which will advance the best
interest of Geomatics education; to actively support, where necessary; and to
assist in the institution of procedures and practices for the improvement of
the Geomatics program at the Article
III Membership Section 1.
Basis for Membership Membership
shall be based upon enrollment in Geomatics, Surveying and Mapping Sciences
or a closely related field. Membership will not be contingent
on any persons sex, race, religion, economic background, or sexual
preference. All members are free to leave and disassociate without fear of
retribution or harassment from the GSA or its members. Section 2.
Chapter Membership Members
shall be chosen from among students who have been accepted into a Bachelor's
Degree program in Geomatics, Surveying and Mapping Sciences or a closely
related field. Section 3.
Faculty and Staff Membership Faculty
and Staff of the (a) The
candidate must hold an undergraduate or and advanced degree in Surveying and
Mapping Sciences, or other approved curriculum. (b)
The candidate must be either a member of the National Society of Professional
Land Surveyors, Florida Surveying and Mapping Society, the American Society
for Photogrammetry and Remote Sensing, the American Congress on Surveying and
Mapping, the Institute of Navigation or be a registered land surveyor. (c)
Requirements (a) and/or (b) may be waived if the candidate is identified as a
Geomatics professional by the GSA. (d) A
three-quarters vote of the total chapter voting membership is required in to
order approve the elevation of a faculty member to the status of member in
the GSA. Section 4. Dues There
will be no dues required for membership in the Article
IV Government Section 1.
Of the Local Chapter (a) A
quorum for the election of officers and/or members shall consist of at least
two-thirds of the active membership of the chapter. (b)
The elected officers of the chapter shall consist of a President,
Vice-President, Treasurer, Secretary, and a Reach Out And Recruit Officer (ROAR).
(c)
For election to office, the candidate must receive a majority of votes cast.
If no candidate received the required number on the first ballot, the
candidate with the lowest number of votes shall be dropped from the list and
a new ballot taken; this procedure being repeated until one candidate
receives a majority. (d) A
Faculty Adviser, a special member of GSA, is to be elected by the
chapter for a term of two years, and may be re-elected any number of times.
He or she is to act in an advisory capacity to the chapter, and is morally
obligated to make the chapter officers aware of their duties. The adviser
shall serve as the custodian of the chapter's rituals and paraphernalia. (e)
All officers shall be elected once a year, during the spring semester, said
election to be no later than thirty (30) days before the end of said
semester. (f)
In the event of the resignation or death of any officer other than the
president of the chapter, the chapter shall hold an election at the next
business meeting to elect a replacement for the remainder of the term. (g)
No member shall be qualified to act as an officer in any meeting of the
chapter until after taking the oath of office in accordance with the Ritual. (h)
The President shall have general supervision of all of the activities of the
chapter, and shall preside at all meetings. (i)
The Vice-President shall, assist the President and assume any duties assigned
to him/her by the President and, in the absence or disability of the
President, assume the duties of president. Upon resignation or death of the
President, the Vice-President shall become President. (j)
The Treasurer shall collect all fees, assessments, and all other money
forthcoming to the chapter and act as custodian thereof; keep appropriate
books and be prepared to report on finances of the chapter at each meeting;
and audit, with the Faculty Adviser and the incoming Treasurer, the books and
finances to insure proper order of the funds. The treasurer shall also be
required to present, to the president and/or faculty advisor, a monthly financial
statement on the status of the GSA. (k)
The Secretary shall handle and keep a record of all transactions, business
and correspondence; keep minutes of the chapter meetings to be presented to
the chapter at the next meeting; maintain an active file of all members,
addresses, and pertinent information; and inform all members of activities of
the chapter. The Secretary shall also be responsible for all publicity for
the chapter. (l)
The President shall arrange and direct all chapter initiations and ritual
ceremonies, instruct the members in their parts, and act as program chairman
for all chapter functions other than business meetings. (m) The ROAR Officer shall endeavor
to recruit for and promote the GSA and the Geomatics Program at the (n)
The Office of President, Vice-President, Secretary, and Treasurer shall be
held separately by one person in each office. The Office of President,
Vice-President, Secretary, and Treasurer may also hold the ROAR
position. Article
V Meetings Section 1. (a)
The first meeting of each semester shall be held within one month after said
semester begins. (b) Regular
meetings shall be held at least once a month during the Fall and Spring
Semesters. Article
VI Dissolution Section 1. In the event of dissolution, the residual assets of the
organization will be turned over to one or more organizations which themselves
are exempt as organizations described in sections 501(c)(3) and 170(c)(2) of
the Internal Revenue Code of 1954 or corresponding sections of any prior or
future law or to the Federal, State or Local government for exclusive public
purpose. Article
VII Methods
of Amending Section 1. This Constitution may be amended by a three-quarters vote
of the official members of GSA present at a meeting held for the
specific purpose of amending the constitution. The meeting may be called by
any GSA member to be held at a time set by the chapter officers. The vote of
all members shall be weighed equally. |
